Are all tracks and replays going to be exchanged over the forum? I could offer the permanent-competition section of R4K to upload tracks and post replays, then the tracks could be put as "inactive" at the end of each race. It's not optimal, but... All replays would be immediately public that way.
I had a plan some time ago, of creating a very, very simplified interface based on R4K so that anybody could quickly set it up on a server and have a working tournament, retouching the images and colours. It'd accept posting and verifying replays and handling one race at a time. It's still pending. If I had it, I'd be offering it. Anyway, the forum is fine too!
