Using a stopwatch to compare actual and in-game elapsed time while watching a replay with an opponent, I didn't see a slowdown. (The test was done under DOSBox at 20000 cycles, which is what I normally use for all versions.)
(On a tangential note, I suggest not calling this version just "4-D Sports Driving". There is no hyphen in the Options menu, and in any case the difference between "4D" and "4-D" is too easily overlooked. To my eyes, "1990 4D" is a nice, short and unambiguous alternative.)
4-D Sports Driving is because of its title screen
The title screen is the main reason why I'm referring to the initial European release of the game as 4-D Sports: Driving
