I'm still thinking in a system that makes sense and possible to sort or filter.
Noticing that ther are Flag based paint jobs i extended my idea a bit and i will try to make an example..

From the ini:
|DBMW|
long = BMW M3 E30 DTM
short = BMW DTM
colors = White, Black, German Flag, Red, Green, Grey, German Striped, Cyan, Purple Striped

The colour section has different styles.
I was thinking something like::
Number of paint jobs = 9
Colour.1 = 14, White,
Colour.2 = 13, Black,
Colour.3 = 13, 8, 9, German Flag,
Colour.4 = 8, Red,
Colour.5 = 11, Green,
Colour.6 = 2, Grey,
Colour.7 = 13, 8, 9, German Striped,
Colour.8 = 3, Cyan,
Colour.9 = 5, 6, Purple Striped

The colour numbers are an example, based on the post above. Up to 3 colour codes and a name. The colour codes can be translated to an image and used for filtering.

If we accept doubling of ID's the Car managers have to be able to distinguish between them.
That would also solve the game version issue because adding that check is quite trivial considering. 
So adding a field to the car information could be wise, like.. | ID Double= (empty =Unknown) or Yes.
Downloading such car With a fake ID may be sensible, but shouldn't be mandatory. A car manager could do it as well, so the alternative ID and original should be stored as well.

Were you can reserve an ID for your project for a set time (one year, renewable?) So if a creator disappears before it gets done the ID comes available again.

If an outside the community creation is found we have to determine case by case what to do about the ID if it's already in use.

Yup, I'd lean towards that as well: settle on "standard" names for common paint jobs, and, on a case by case way, use simple combinations or invent fantasy names for the uncommon ones. I might start a thread for collecting those later  :)

I think it's important to record multiple authors. There usually (though not necessarily) is a distinction between a main author and other contributors, and keeping track of it through separate fields, as @Cas suggests, could be semantically reasonable. (Also, it's indeed appropriate for the author to be optional, as sometimes we just don't know who they are.)
Something similar with car colours.
Some are Multi colour. But usually there is a dominant colour.
So for that maybe a primary colour and a secondary colour.
Where the secondary colour can be set to multi.
That should include most colour schemes.

Car Class (race/sports/road/off-road/special)

These also provide good filter options.

We have. But this setup is difficult to execute and run from seperate locations. It's also far from perfect because the timer doesn't function as intended because you have to make room and wait for the second player while it's running..

As far as modifications go. There are many ideas that are possible that have greater interest and impact than this. So it will take time for this one to become a thing..

True, that's what I did with three flavours of midrange cars.
But that was mixing different properties.
Matching similar performance like mentioned above is for me less clearly visible.

I Also have no clue about the performance of the real cars.   8)

But that's not the reason why I suggested it. I thought that, by keeping one car it would be easier to compare them as a whole.

Pes files are also standard packed/encrypted. (Of the shelf encryption) other P## files use a dedicated packing, specifically made for stunts.
It's a shame it's still not implemented into stressed..

I think that it's a programmed error message. PES (Esh) files were used by earlier games of DSI as well. The are now only used in the track editor and intro animation. Those were probably made outside the core team. It could be that the horizon image also started as PES or Esh.
